How many more people need to get killed by Staffordshires before the penny drops and they realise that fighting dogs and young children are not a good match?
Ban these dogs and anyone caught with one should be locked up, they are a status symbol amongst pikeys.
That poor child never stood a chance.
Charge the parents if it was their dog, you might as well give a 5 year old a loaded gun.

Dogs, like cars* and electricity, and a couple of dozen other things, are dangerous things which make life better for most people.
Understand them, and treat them with the caution they deserve. Failing to do so is disastrous.
I like dogs, but they carry risks.
*at least in the absence of decent mass transport - cost me £35 to to transport 4 people from York to Lancaster and back by car, would've cost us £160 to do it by public transport. What happened to economies of scale?

On a side note 18 people killed by dogs in last 9 years, whilst 74 have been killed by cows in the U.K. In last 15.
Further in the decade 1999-2009 535 children were killed by their parents in the U.K.
So let's ban parents and cows first.

Dog owners are the most disgusting form of humanity. Imagine letting a dirty creature like that lick your face after licking it's own testicles and anus, sniffing other dogs arses and doing coprophagia on deposits left on the pavements by other chav owned dogs.

Unpredictable, powerful animals with big teeth and strong jaws can always be kept in house with children and good owners, Especially the good owners than can read the minds and intentions of said animals.
